Assume this is the case (actually non-root users can change the libary I
think with LD_PRELOAD). Why does this matter?

I am not sure what you are getting at here. Maybe you mean user as in
root?

Maybe you are saying that the choice of library should be up to the
package maintainer, not the system administrator. If so, why should this
be the case?
