We could approach this in the same way we go about sections: allow maintainers to make a suggestion, the final decision lies with a small, dedicated "keyword-master" team. Miscategorisation can be rectified by appealing to them through bugging a pseudopackage. I don't think this team needs to be equal to the ftp-masters. To give the keyword-masters more leeway in how they dedicate their time without stalling new packages, these could go into unstable uncategorised (or under the maintainer-suggested keywords). Packages shouldn't be allowed into testing without approved keywords. BTW, why is the categorical browser not advertised in big neon signs? I managed to miss this feature through months of using aptitude! -- Robbe
