Think about it this way. Replace the '.'s field delimiters (they aren't
decimal points) with ':'s and compare the integers in corresponding fields.
It then becomes obvious that in this system leading zeros are not
significant (and should not be used). One could treat a '.' as a decimal
point if and only if it precedes a zero, but it's too late to change the
system now, and I'm not sure it wouldn't be even more confusing that way.
I got bit by this once too. I barely avoided having to use an epoch.
