The ideal one is rebuilding every package.
A compromised version would be something like:
create libsmpeg0-3 package containing potato-compatible libsmpeg.
Make woody libsmpeg0 Depend on libsmpeg0-3.
(yeah, it's unclean, but something workable, I should think)
