Whether you download it now while building the mirror, or while downloding
directly from a debian non local miror, you are going to HAVE to download
that file. That's how things are set up. Packages contains the list of
available Packages.
Without that file how would you know what packages are available. I really
hope you're not suggesting that we get rid of that or that we set it to know
what each person downloading has already on their system, simply because you
want to save some bandwidth. That idea is being a little too free with other
people's resources and not your own.
