The Packages.gz is ideal if it used as single authorative record of all
packages in a release, but thats not what its used for, most of the time
Packages.gz is used to check for updates.

There should be two seperate tasks, 
 1) get a list of packages and version
 2) download package descriptions that you dont already have
This way it avoids the problem altogether rather than implementing a
workaround for people using the Packages.gz for something that its not.

It wouldnt necessarily require us to "fill the archive with thousands of
little files", i can think of 2 alternatives,  1) Reorganise the metadata
so its more sane, there are thousands of little .dsc files that could be
more usefull. 2) Create an index file for the Packages file that contains
an offset and length for each package, so just part of the package can be
downloaded, wouldnt work with Packages.gz though.
