It's fairly easy to make an aptable archive, though there are other
things besides aptability that might make people reluctant to use
external apt sources (the BTS and the greater assurance of long-term
package maintenance that something in the main Debian archive has both
spring to mind).

I'd suggest looking at debconf, debhelper and apt.  DBS to a lesser
extent, too.  All of these things have managed to gain widespread
acceptance through *some* means in the time I've been involved with
Debian.
