That seems rational, however, a criterion for releasing the package
should be that binaries do in fact exist on all the supported
platforms.
So if the no-build bug is causing failures on the autobuilders, the
maintainer needs to either
1) fix the bug
2) upload a binary himself for the other arch
Failing one of those, it *is* RC, it seems to me.
