    The Web100 project provides the software and tools necessary for
end-hosts to automatically and transparently achieve high bandwidth data
rates (100 Mbps) over the high performance research networks.  This is
achieved through a combination of Linux kernel modifications and
userland tools.  This package includes a library, libweb100, and a set
of both graphical and command-line tools to achieve these goals.

There is also a kernel patch to facilitate the utilities.

There are security implications to this software at the moment that will be documented in the software description. (any user can modify settings for any tcp connection) Therefore, its urged that it is only used in controlled environments.

The kernel changes and additions are also covered by the GPL version 2.
