The proposed script has more functionality than dpkg offers
when moving a file to conffile status -- not blowing away user
changes in the file that is to become a conffile, allowing the
maintainer to provide historical md5sum data to minimize confusing
questions on the transition upgrade.
Are you planning on similarly enhancing the dpkg code when
you split it out?
