Certainly not. Not a single developer has to be subscribed to
debian-devel whatever package he's maintaining. You only have to be
subscribed to debian-devel-announce.

Moreover very few work is getting done on debian-devel... but much time
is (unnecessarily) spent on flames. It's only from time to time that
there's a few good ideas that crop up or that a problem is solved.

I'm all with Anthony on that, stop posting here and start working for 
Debian instead (there's enough to do) ;-)
