I was going to say we should mark them as conffiles, for
consistencies sake, if for no other reason, when I noticed an
interesting fact: none of my emacs packages actually ships with a
file in in /etc, and I have checked: gnus, vm, and psgml.
If I don't ship files in /etc, I can't really mark them as
conffiles, now, can I?
However, if files are shipped in /etc, they _have_ to be
marked as conffiles, I think.
