I've sometimes wondered whether the Release file should contain something
like:

Recommends: apt (>= x.x.x), dpkg (>= x.x.x)

Which would encourage apt to install and upgrade those packages first before
upgrading the rest of the distribution. Ofcourse there is a question if how
to start using the new apt that's just been installed.

Thoughts?
