the "help" tag already present and exactly for this purpose:

   help
          The maintainer is requesting help with dealing with this bug.

I can't see the big advantage of such a tag: You can keep the information
that the maintainer accepts NMUs for a bug in the bug log (and before
doing a NMU you have to read the complete log of the bug(s) you intend to
fix).
