Why is there a sudden need for a cent symbol?

Australia has had cents for 35 years with no need for a special symbol (*).  
America has had cents for a long time (hundreds of years?) without the need 
for a special symbol.

Did the French use a special symbol for "centimes"?  Did the Dutch use a 
special symbol for their cents?  If so it must not have been in common use 
because I've never seen it...

Let's not go crazy with this i18n stuff.


(*)  There is a symbol used occasionally that is a 'c' with two small 
vertical lines going through the top and the bottom.  But it doesn't appear 
on any typewriter or computer keyboard, there are no special fonts in common 
use for displaying it, so everyone uses the letter C.
