I guess it depends what you do.  If you add a new package which has never 
been debianized before and it's a simple package then things may not be so 
bad.

I packaged postmark in 1999, I only released one .deb of it.  There have been 
no new upstream versions released (and probably never will be) and no bugs 
have been reported.
