I can also stay on one leg and sing the James Bond introductory theme.

When I close bugs submitted by users, I go all the way and use
the nnn-done address so they get an explanation.  When I have a common
explanation, I send the same mail to different addresses, when
I have different reasons, I use several mails or combine all reasons
into the same email.

When I am closing bugs which I submitted myself, to packages I maintain,
I sometimes enjoy the convenience of "close nnn".  As I am involved
in the development of several packages I maintain (in the Hurd), this
happens frequently.

Since when do we enforce policy issues by technical castration?  This is
childish.
