This is false for sawfish-gnome and gnome-panel:

 $ dpkg -S /etc/menu-methods/gnome-panel
gnome-panel: /etc/menu-methods/gnome-panel
 marillat-~  
 $ dpkg -S /etc/menu-methods/sawfish-gnome
sawfish-gnome: /etc/menu-methods/sawfish-gnome
