I too have been noticing this problem.  It is especially curious because
when the error occurs I have tried seeing if the file exists in the
repository where it is supposed to be using a browser.  Every time I
have checked it does and I am able to download the package using my
browser with no problem.  My only way of getting around this problem is
by trying to install the packages over and over, it eventually works.
