That's a great news. 
However you are probably seeing something that I don't really know.

cd /usr/share/doc-base/; grep Apps/ *| wc -l 
     66

out of 108 which I have installed. 



And policy should rather document current practice (as Komatsu's 
initial proposal did) than invent something new.
It is kind of working, as it is. It just needs clearer documentation,
not a new system.
