Apparently Ben disagrees. While writing this mail I digged into the sources
and found that it works with i386 only because quota.h defines the constant. 

Then I digged into the source tree and found that we appear to have both, a
kernel source bug and a quota source bug:

2.4.7 defines FIOQSIZE for arm, mips, ppc, s390 and s390x but not for the
other archs.

quota.h defines FIOQSIZE for alpha, ppc, sparc, arm , m68k, s390, i386 and
mips.

But neither define it for parisc.

Sorry for the mess up. I will fix quota.h and report a bug against the
actual kernel sources.
