more SSH problems

For the last couple days, no matter what config file options
I've tried, ssh won't let me connect as root with entering
the password.  In fact, it won't let anyone log in without
entering their password, even though the correct public
identity has been added to the authorized_keys file.

Anyone else had this problem?  Fixee?  Is it a security policy/feature?
