This has already been pointed out to be incorrect (you can get
another patch, and revert the changes made on Debian soureces
You can't please all the people all the time. I suspect that
people who look at Debian's packaged kernel sources, for the most
part, want to get the kernel corresponding to the official kernel
image.
Catering to the most common case is more important than
catering to people who have a) a slow connect; b) only binary CD's,
and c) do not want to download a relatively small diff file.
