No, it isn't. It's prejudiced against irresponsible maintainers sponsoring
unknown [as a whole by the project] people without testing what they are
uploading to Debian, to boot.
IMHO sponsors should not ever accept binary packages from someone which
didn't go through the whole NM process (but the final account creation, of
course), for example. They should get the source packaging, and compile it
themselves.
There is nothing wrong in sponsoring an anonymous person (or someone whose
identity is not verified yet), as long as you HAVE read the source and
packaging, and you HAVE compiled it yourself, and you HAVE verified it to
work and comply with policy.
