This is kind of prejudiced against NMs who do not easily have access to
another maintainer for a keysigning - I applied as a new maintainer,
completed all processes but the ID check in a very short amount of time,
and it took me almost 4 months to find a Debian maintainer close to me
who was willing to sign my GPG key.
