'Tis true only if you have a user-to-website
correspondence.  In some cases you have
several virtual hosts maintained by a
collection of users.  So in the general
case, /home is out.

The FHS doesn't provide for /var/www
at all and asks that any non-listed
var subs be brought to the FHS mailing
list.  I assume this has been done for
/var/www.

The FHS does seem to miss a category
(or two) of information.  Things like
web pages, servlets, and databases
are similar to spools in that they are
the (sometimes large) dynamic artifacts
of ongoing processes but, as stated by
the FHS, data in /var/spool represents
work to be done.   There is not even a
/var/ftp for anon FTP ( I know,
everyone's ALWAYS used /home/ftp...
but that just underscores the problem
IMHO) in the FHS.
