    Does that first "it" really refer to "traceroute"?

    Seems to me that you are the only one championing the case that the FHS
says traceroute should be in /usr/sbin.  I think the adjective "only" is
more accurately applied to the person in minority.  I would very much
appreciate an actual argument from you as to why my interpretation of the
FHS is incorrect.
