many users run /usr/sbin/sendmail directly. it's one of the best and
most flexible tools available for sending mail from the command line.
it's also very commonly used in user scripts, including form-to-mail CGI
scripts.
if the argument for moving traceroute is valid then it is equally valid
for moving sendmail...perhaps more so. tracerouting is, after all, a
network diagnostics activity even when run by a normal user...whereas
sending mail is firmly in the realm of what users normally do on a
system.
