From what I gather, the situation is more like "If we move it we'll
break compatibility with a zillion scripts and make everybody hate us".
That is, and should be, a legitimate concern.  Since nobody can really
justify making the maintainer do a bunch of extra work to create a
smooth transition out of /usr/sbin, and nobody can come up with a
compelling reason to move it, it's not likely to move.

For the sake of consistancy, the iputils-tracepath package, which
installs an IPv6 version of traceroute (traceroute6) puts its traceroute
binary in /usr/sbin as well.  I don't see too much of a problem with it.
