Maybe because it doesn't already exist?  But then again it should be
no problem if a directory doesn't exist because it should be created
by unpacking the .deb in it's place anyway, right?

I use a utility named "apt-localepurge" to remove all superfluous
locales from my systems after each package installation:

 This is just a simple script to recover diskspace wasted for unneeded
 locale files. It will automagically be invoked upon completion of any
 apt installation run.  It uses the dpkg "Post-Invoke" function to
 execute the script "/usr/sbin/apt-localepurge", which automagically
 deletes the directory of every single locale *not* defined in
 "/etc/locale.nopurge". Unless configured, the system's locale directories
 won't be touched at all.  Any other directory in /usr/share/locale or
 /usr/X11R6/share/locale not containing a subdirectory named LC_MESSAGES
 will be discreetly ignored.

I use this since weeks/months now and up until recently i never had
any problems "overwriting nondirectories" when installing packages.
