You will NOT have to be an official maintainer to
adopt the package.  The necessary steps are:

1) Follow the instructions on
    http://www.de.debian.org/devel/wnpp/
to signal others that you are working on the package.

2) Prepare a new version of the package.  Place your
name in the Maintainer field of debian/control.

3) Ask for a sponsor, i.e. for someone who looks through
your package and uploads it for you if it is ok.
Debian-mentors may be a good place to look for a sponsor.
