I would argue that if a file contains such an admonishment (capitalised
even), then it shouldn't be in /etc at all.

My understanding of the menu system is that it generates per-application
menu file(s) from the contents of /usr/lib/menu and /etc/menu.

So if an admin is able to modify the menus through /etc/menu/*, and
should not touch the generated files (which will get overwritten),
perhaps it would make more sense to place those generated files under
/var/lib/<package>?  or perhaps /var/cache/<package>?
