Dependency Problem

Hi

I need to set a dependency on another package. But it should be so hard that 
the user can install only the version I want. (But the debian-revision should 
be changeable). So i tried to set the deps like:

smapi (>= 1.6.4b-1), smapi (<< 1.6.4c)
sqpack (>= 1.1.0b-1), sqpack (<< 1.1.1)

So all smapi-Version from 1.6.4b (1.6.4b-1....9999) are allowed, but not some 
from 1.6.4.c and higher. And sqpack is the same.
But it wont work here.
apt-get always has some errors and dselect to.
What dependency should i set to have the user NOT using smapi 1.6.4a or 
1.6.4c with my Package ?
