AFAICT from the changelog, 2.5.2 has only "minor bugfixes" over 2.5.1 (although if I recall correctly from Solar Designer et al's paper on ssh traffic analysis, only 2.5.2 will have certain countermeasures to traffic analysis), so this is a perfectly legitimate "New upstream version available bug". Perhaps with slightly higher importance than usual due to the traffic analysis considerations. -- G.
