Bug#90331: general: man 'program' on clean inst of deb gives all errors of dangling symlinks.

I understand SuSE and possibly Caldera use the same man package we do,
actually. I've been vaguely contemplating packaging Andries Brouwer's
man, but I don't think it's a very high priority; I believe ours is
fixable, and would rather see effort go into that. Depending on
performance, I'm about half-tempted to drop all cat pages except
possibly those that are created overnight, which would eliminate the
nasty security concerns.
