I get the impression from this above paragraph that the file in
question is not a system configuration file, and probably should go
under /usr/share/doc/package/examples.

However, if I am wrong, and it is a system configuration file, then
the system administrator my need to change it to alter the default
system behaviour, so yes, it should be a conffile.
