I've seen some efforts to do that (both in Debian and outside Debian), but no one managed to really pull it off yet. I suggest you show us working code that does the job for Xfree86 4.x, LaTeX and gs. You could repackage one western and one eastern font already in debian using your system and put it somewhere for download, so that we could test it and compare to the current method :) That about covers 99% of the important stuff, and once we see it working, it is more than enough ground for pushing your idea through the proper red-tape channels (debian policy) to make it standard.
