That's pretty much what happens now; the first CD contains the most popular
packages, in some cases as decided by Avery's popcon, and in most cases
the second CD can be discarded altogether. (Which leads to vendors selling
single-CD copies of Debian, which is smaller and cheaper, and in most cases
good enough for everyone.)
