libssl096 is part of openssl which has the following entry in
update_excuses: 

>openssl 0.9.6-1 (currently 0.9.4-5) (low)

There is not build information for openssl on arm, so I don't know why
it is not build.

(Do you know, which is the buildhost for arm packages?)
