Verify if a bug against ssh was not filled on this matter yet, and do so if
not. 

A better way for ssh to deal with the issue would be to have a config file
that is parsed to verify if sshd should be started or not, and make sure
debconf will NOT overwrite user-made changes to that file.

Using debconf and semasphore files for a configuration option simply does
not work well.
