Yes, but did you remove kbd first? So console-data should depend on
console-tools and conflict with kbd.  On alpha I head the same problem
at first, but then I removed console-data and kbd, and when I installed
console-data and console-tools it worked fine:

Unpacking console-data (from .../console-data_1999.08.29-14_all.deb) ...
Selecting previously deselected package console-tools-libs.
Unpacking console-tools-libs (from .../console-tools-libs_0.2.3-16_alpha.deb) ...

Unpacking console-tools (from .../console-tools_0.2.3-16_alpha.deb) ...
Moving default keymap /etc/kbd/default.kmap.gz to /etc/console-tools/default.kmap.gz
Setting up console-data (1999.08.29-14) ...
NONE

Setting up console-tools-libs (0.2.3-16) ...

Setting up console-tools (0.2.3-16) ...
NONE
Loading /etc/console-tools/default.kmap.gz
