ITP: dnprogs -- DECnet programs and libraries

As DECnet is part of the 2.4 Linux kernel I intend to package the accompanying
libraries and programs. This software provides the basic DECnet
end-node functionality such as file transfer, terminal access and an email
gateway.
I intend to do this as three packages:
libdnet - Libraries and config files
dnet-progs - user and system admin programs
libdnet-dev - files needed for DECnet software development
