I like this approach, but why duplicate this code in every package that has a
config file?  The nice thing about the conffile mechanism is that package
maintainers don't need to do anything other than tag certain files as
conffiles.  dpkg takes care of checking and storing md5sums, prompting the
user, etc., in a consistent and maintainable way.
