Well, I'm not a lawyer either, but I am a native English speaker, and it's my
opinion that this _cannot_ mean "you are not allowed to charge for anything
containing this", nor should we question it -- doing so will just set a
precedent for future lawyers to screw up the English language.

"to", "this", "for" and "without" are prepositions, and they delimit the
prepositional phrases "to use, copy, modify, and distribute this software and
its documentation", "for any purpose" and "without fee".

Simplifying the sentence, we have:

"Permission is granted to use copy, modify, and distribute this
software and its documentation."
"Permission is granted for any purpose."
"Permission is granted without fee."

DFSG-compliant.

BTW, I almost have tmake completely packaged, so don't bother packaging it.
