Hmm. I am not sure how to proceed then. Current adduser does the following:
- Check if the value for the option in adduser.conf is different than those
  that you can choose with debconf. If so, it won't to any configuration
  with debconf at all.
- Get the current selected value in adduser.conf and set it as the value in
  Debconf, so that the user will have the current value as default.
- Modify adduser.conf according to what the user chose (ARGH). Even if the
  user doesn't answer any Debconf questions his configuration will not be
  changed as it get the current values as default before.

How would you propose to do this?
