I have an objection to making *any* helper package build-essential.
Basically, they are not *required* for build any packages. If every
package can be made policy conforming without a helper package, then
I would be surprised if that helper was called essential for building
packages.
I also suggest you review the original discussion about the build-time
dependencies about a year ago. Debhelper was considered then.
