If you do "debian/rules binary-indep" or "debian/rules binary", you
have to satisfy the Build-{Depends,Conflicts} and
Build-{Depends,Conflicts}-Indep dependencies/conflicts.

If you do "debian/rules binary-arch" or "debian/rules build", you only
have to satisfy those dependencies/conflicts listed in
Build-{Depends,Conflicts}.

I think you were looking at it the wrong way round.  Is there any way
to clarify this?
