(a) It's a volunteer organisation.  You send your new GPG key, signed
    with your PGP key (using GPG to do this) to
    keyring-maint@debian.org.  You then wait patiently for a month or
    two until you get an automatic message saying that the key has
    been accepted.  *Don't* pester the keyring-maint.  He's a busy
    person with little patience for naggers.

(b) Try with your PGP key again and file an important bug against
    ftp.debian.org (leaving all of the rejected files and the .reason
    file in .../incoming/REJECT/, or better still, including the
    .changes, .dsc and .reason files in the bug report) if it is
    rejected for the same reason again.  Or you could ask on -devel if
    you experience this happening again; it could be you are doing
    something wrong.
