I don't understand the problem you encountered.

So your PGP key is in the keyring, yet the upload signed with your PGP
key was rejected because it wasn't a GPG key? Can you try the upload
again with your PGP key, and if it's rejected again, let us see the
.reason file.
And please email Richard B. to let him know what's happening....
BTW, there is also a GPG-signed .dsc, .diff.gz and .deb (version
0.0.19991231pl05-2) dating from May 1 in the incoming directory on
ftp-master. Are you *sure* you used your PGP key last time?
