it's a trade-off - system load for 100% accuracy. running ls-lR for
hundreds or thousands of clients makes a significant difference to the
system's load. by pre-generating the listing, that load is eliminated.

yes, classic cache aging problem.

sometimes it's worth it. mirror sites aren't always 100% up-to-date
anyway, and it doesn't really matter if they're a few more hours behind.
